It is a long-awaited answer to all international students who dream of going to Australia to live their dreams. The borders officially open on December 15, 2021!

Over the past 18 months, Australian borders that were closed due to the spread of the COVID pandemic have now been reopened and Australia is now accepting unvaccinated, visa-holding international students from 15 December.

Health Minister Greg Hunt confirmed on Monday that Australia’s borders will be reopened to overseas students and skilled workers. He said the following quote “Yes, we are on track for this – this was reconfirmed over the weekend”. He also said in his statement that ‘this reopening is planned – will continue in consultation with the Prime Minister, National Cabinet discussion and advice from the Chief Medical Officer’.

First Secretary Scott Morrison has confirmed that the reopening applies to travel bubble programs in South Korea and Japan. On November 29, it was announced that the opening dates had been changed from December 1 to December 15 due to concerns over an Omicron variant. It is now expected that those with valid visas and second visas, and aid workers with valid vaccinations will be given priority.

It is important to note that at least seven days must have passed since the last dose of vaccine during vaccination to ensure that the child is “fully vaccinated”.

If there is a mix of vaccine doses, the course is considered fully vaccinated if all vaccines have been approved as valid by TGA.

Overseas students are required to present proof of vaccination to ensure their smooth journey to Australia.

Travel exemptions to Australia in their states and territories

NSW (New South Wales)

  • International students who are fully vaccinated can travel from Australia and to New South Wales without needing to apply for an exemption.
  • The NSW government has said there will be no quarantine on arrival.
  • International students returning under the International Student Arrivals pilot plan must travel to Sydney for their scheduled flights.
  • All international students returning to Australia must be fully immunized with a COVID-19 vaccine recognized or approved by the Therapeutic Goods Administration (TGA) before landing in Sydney.

  • In line with Queensland’s COVID-19 vaccination plan, quarantine requirements will be required before 90% of Queensland’s population is vaccinated. While students can travel to Australia without needing exemptions, however, returning to Queensland could depend on quarantine availability.

  • The Victorian Government has a secure route for a small number of international students arriving in Victoria each week.
  • In the initial phase of the program, only a certain number of places will be offered each week. Universities will make available for students required to do practical work, for example, medical and health students as well as postgraduate research students.
  • The second phase of the program will be expanded to include students from different disciplines.
  • Fully vaccinated students who are enrolled in Victoria do not have to quarantine as long as their vaccines are approved by the TGA.
  • They must be tested for negative COVID within 72 hours of departure and undergo testing within 24 hours of departing for Victoria.

  • The South Australian Government will welcome fully vaccinated children with no time limit once 90% of South Australians (12+) are fully vaccinated.

Additional support for international students and the international education sector

The Australian Government has announced that additional targeted measures are being implemented to support education in the international education sector in the hope that international borders will be reopened.

  • Further grants as well as expanded regulatory fee waivers will be made available to help international education providers most affected by the pandemic.
  • In addition, adjustments will be made to visa parameters, which will provide the necessary flexibility for international students returning to their home countries.
  • The measures also aim to guarantee the post-study rights of foreign students. The temporary visa for graduate students and master’s students who have completed their studies is also increased from 2 to 3 years.
  • The government said the changes are not only aimed at supporting international students, but are also an important part of helping the country attract and retain skilled workers and speed up the recovery of the economy.

Some of the features of the brand new Visa parameter are:

  • Students on a Graduate Temporary Visa (Subclass 485) who are not eligible to travel to Australia due to COVID-19 border restrictions for international travel may apply for a new visa.
  • Current and past holders of temporary graduates (subclass 485) whose visas expired after February 1, 2020 can apply for new subclass 485 visas for the same period as their previous visa.
  • The Australian government has also said that the duration of the temporary higher education visa is to be extended from two to three years for masters degrees by course graduates. This will be in line with the duration of the Master by a graduate-researcher.
  • Graduates from the vocational education and training (VET) sector will benefit from a temporary graduate visa for a period of 2 years.
  • In line with the new visa guidelines, additional steps are being taken by students and temporary graduate students to recognize time spent studying ashore online in order to qualify for an indefinite graduate visa.
